The Trump administration in 2019 imposed a Title X rule barring abortion referrals, prompting Planned Parenthood to exit the program and forfeit roughly $60 million a year.
The Biden administration reversed that rule in 2021, and Planned Parenthood affiliates rejoined Title X shortly after.
